This method of photography is called the "Miniature / Tilt-shifting Photography". This is possible by taking a photo from above/elevated viewpoint. For the photo sample above, i've took it at the Control Tower looking down to the nearby building. Then here comes the magic of Adobe Photoshop.. more tutorial here .
